"Kill Bill" star Michael Madsen took a katana sword to $640,000 worth of lingering IRS bills -- and paid 'em off, TMZ has learned.

Two separate liens were filed against Madsen way back in 2008 ... for unpaid taxes in 2004 ($317,443.95) and unpaid taxes in 2006 ($327,099.47). Total damage: $644,543.42.


According to docs filed on August 8th both liens were paid off.


Good thing, otherwise Uncle Sam may have gone to plan B: the black mamba.

Our photog caught up with Sen. McCain in Georgetown Sunday and broke down President Obama's chances of resolving the greatest threat to US-Russian relations since that thing in Cuba.


McCain -- a true American war hero (just sayin') -- says he's outraged and makes it clear ... the SB bling Putin took from New England Patriots owner Robert Kraft ... belongs back in the U.S. of A.


FYI --- Putin denies stealing the ring in 2005, his people say it was a gift. Riiiight.

When Tyrese Gibson's daughter Shayla turned 5, he threw her a massive 300-PERSON birthday party ... complete with countless expensive gifts, TMZ has learned.Tyrese revealed the insane party details in new court docs, and he used them as ammunition against his ex-wife's bid to increase his child support payments.

Tyrese's ex Norma Gibson claims he's an absentee dad and she deserves more support because he consistently blows off daddy duties -- but he says the birthday bash proves otherwise.


In addition to the party -- at which Shayla received roughly 200 gifts -- Tyrese says he pays for Shayla's private school and her nanny, he regularly buys her new clothes, shoes, and around the holidays ... he spends "thousands" to play Santa.


Ultimately, a judge saw things Tyrese's way -- Norma's child support increase was denied last week.

Cops were called to Chris Brown's L.A. house last week after his neighbors complained he was making too much noise ... by talking too loud.

Law enforcement sources tell TMZ ... the non-emergency happened early Wednesday morning around 3 am. Cops responded after CB's uptight neighbors complained that he and his friends were outside speaking at decibels above their comfort level.


We're told the boys in blue had a chat with Chris about the situation. Our sources say Chris was super cooperative and ushered everyone inside the house stat. So stand down Mark Geragos -- your services will not be required. This time.


As for Chris' neighbors ... they slept easier knowing no one was having fun.
