Justin Bieber -- no longer a teenager ... and to celebrate that he blew out candles on a cake that looks like it was made for child.

Bieber -- or according to the cake, Bizzle -- turned 20 Saturday morning ... and he wasted no time kicking off the celebration.

Wonder if he wished for a better plea deal?
